Last spring, the Board of Education revised the policy on volunteers and visitors to increase the safety and security of our school campus. As part of this revised policy, we will institute new procedures for screening visitors and volunteers beginning this school year.
LBUSD will begin using the Raptor visitor management system in all district schools for all visitors, contractors and volunteers who work with a certificated staff member and volunteer fewer than five (5) hours per week, known as “Tier I volunteers.” Upon entering the school office, visitors will be asked to present a valid state-issued ID (such as a driver’s license or ID card), which will be scanned into the Raptor system. Upon reading the information, Raptor will check the national database of registered sexual offenders. Please note that the Raptor system only scans the visitor’s name, date of birth, and photo for comparison with the national database of registered sex offenders. Additional visitor data from the identification cards is not gathered, nor is the system connected to any other database. Therefore, any other information connected to the visitor’s identification is not accessible to any of the users. Once entry is approved, Raptor will issue a badge within seconds, printed with the visitor’s name, photo, date, time, and destination or purpose for the visit.
Volunteers that perform volunteer service more than five (5) hours per week, chaperone field trips, or drive students, are considered “Tier II volunteers” and are required to receive Live Scan Fingerprint clearance through the FBI/DOJ prior to volunteering. Also, volunteers who will have frequent or prolonged contact with students must demonstrate they are free from tuberculosis (TB). While we understand these requirements may be inconvenient, they are legally required for student safety and well-being. Once an individual is approved as a Tier II volunteer, they do not need to go through the process again as long as their child and his/her siblings are continuously enrolled in LBUSD.
To make the process of becoming a Tier II volunteer more convenient, the district will provide Live Scan Fingerprint clearance at no cost for the 2017-2018 school year. Tier II volunteers may obtain Live Scan fingerprint clearance at the District’s approved contractor, Secure Live Scan in Aliso Viejo. Please contact the district at (949) 497-7700, ext. 5211 for the appropriate form before obtaining Live Scan fingerprint services from Secure Live Scan.
A Tuberculosis Risk Assessment may be required for volunteers who will have prolonged exposure to students. Please contact your school office to determine whether or not you need the assessment.
We recognize and appreciate that volunteer assistance in schools can significantly enrich the educational program, increase supervision of students, contribute to school safety, and strengthen a school’s relationship with the community.
